Abstract
The removal of mobile phones from the classroom is regulated in several Spanish autonomous communities: Andalusia, Catalonia and the Community of Madrid have applied restrictions since the 2025-2026 school year, and Castilla-La Mancha regulated the 2026/2027 school year by educational stage through Order 104/2026, of 3 July. The available evidence on the measure comes from two sources with distinct designs: a collective twenty-one-day phone-free experiment with some 72,000 schoolchildren, voluntary, self-reported and without a comparison group, which recorded a 23% reduction in reported sleep problems and an 18% improvement in wellbeing, and a longitudinal study of 2,121 secondary school students that places around age sixteen the disappearance of the association between problematic social media use and depressive symptoms. The mechanisms that compete for attention reside in software and can be present in authorized educational technology, so a rule that regulates the device leaves the evaluation of the technology replacing it unresolved. A checkable evaluation criterion ties a tool’s success metrics to the completed task rather than to time spent.
Introduction
The regulation of mobile phones in Spanish schools was settled by regional rules between 2025 and 2026. The question those rules leave open is what fills the space and the time the device leaves free. Removal resolves the interruption the phone introduces into the classroom; the design of the technology installed in its place falls outside the scope of a rule that regulates the object.

In March 2026, Austria’s public broadcaster organized a collective twenty-one-day phone-free experiment involving some 72,000 schoolchildren aged ten to eighteen from Austria, Switzerland, Germany and Italy. Around 46,000 answered questionnaires at three points: before, on finishing, and five weeks later, and two thirds completed the full twenty-one days. Sleep problems fell by 23% among those who reported them at the start, depressive symptoms improved by around 15%, general wellbeing rose by 18% and problematic internet use went from 70% to 58%. Scientific supervision came from the psychologist Oliver Scheibenbogen, of the Anton Proksch Institute in Vienna. The design of the exercise bounds the reach of those figures: voluntary participation, self-reported measures, no comparison group and no peer-reviewed publication.
Age modifies the association between use and symptoms. A longitudinal study from Miguel Hernández University, published in Scientific Reports in 2026 with data from 2,121 secondary school pupils in the Valencian Community, found that the association between problematic social media use and depressive symptoms weakens progressively with age and disappears around sixteen. The authors attribute the pattern to the maturation of emotional and cognitive self-regulation. The study measured problematic use, understood as loss of control and interference with sleep, relationships and daily life; counting hours of screen time and the removal of the device fall outside its object of measurement.
Attention-capture mechanisms and the scope of the rules
The personal phone concentrates the mechanisms that compete for attention, and removing the device acts on that concentration. The mechanisms reside in software. Rewards for coming back each day sustain the habit; chained autoplay turns a decision into a sequence; scrolling without closing points removes the limits between blocks of content, so no signal marks the end; a notification diverts attentional resources even when the person never opens the application.
These mechanisms derive from a prior decision about what counts as success. When a tool is assessed on time spent, frequency of return or number of interactions, those functions constitute the logical way to meet the objective.
None of those mechanisms requires a personal phone, and all of them can be present in an authorized educational application, installed on the school’s tablet and used under a teacher’s supervision. The European Commission uses the term dark pattern for design decisions that materially impair the capacity to make free and informed choices, and the Digital Services Act prohibits them in the services within its scope. A school rule that regulates the device leaves that ground untouched.
The success metric as an evaluation criterion
An alternative evaluation criterion ties a tool’s success to its purpose. Its indicators are checkable:
- Share of tasks completed.
- Time needed to complete the function.
- Errors and drop-offs.
- Number of interruptions.
- Use of pause and exit functions.
That list allows a question to be put to a supplier before anything is installed in a classroom: what does this tool count as success. An answer based on minutes of engagement describes a product of the attention economy, whatever its pedagogical content.
Limitations of the available evidence
The twenty-one-day experiment combines voluntary participation, self-reported measures, the absence of a comparison group and the absence of a peer-reviewed publication. Without a comparison group, the recorded improvements cannot be attributed to the removal of the device or distinguished from the self-selection of participants or from the expected course of the measures.
The Miguel Hernández University study measures problematic social media use, defined by loss of control and interference with daily life. The removal of the phone falls outside its object: the threshold of sixteen describes the age at which an association fades and does not establish the effect of any regulatory measure. Its longitudinal design describes associations, with no basis for causal inference, and the sample comes from the Valencian Community, so transferring it to other populations would require its own confirmation.
The criterion of task-linked metrics lacks a specific evaluation in the sources reviewed. Its effect on what happens in a classroom is a hypothesis awaiting a test.
